Generally, When you download a Sapphire preset collection from FX

The directory below is the default location for where the presets are
saved -- if you have moved the presets to a custom location, go there
and then follow the instructions below.

Navigate to the effects panel, click and drag an effect onto your
footage, and click "Load Preset" to view the FX Central Preset
Browser.
You need to ensure that your current time indicator is on a frame that
contains the Sapphire transition in order to properly display a
transition preview.
Yes, you can create your own presets as well as make customer lists of
presets for specific projects or mark favorites.
The default presets (.gp files) are located in the following location:
