When you installed the Preset Pack on XP the installer incorrectly placed the preset files (*.gp) in:  C:\Documents and Settings\All Users\GenArts\SapphireEdge\Presets\GenArts\ (the exact directory name will vary with internationalization).

The correct location for the preset files is:  C:\Documents and Settings\All Users\Application Data\GenArts\SapphireEdge\presets\GenArts.

Please copy the *.gp files from the incorrect location to the correct directory. The new presets should now appear correctly in the Preset Browser. (Note that this issue should only affect Windows XP users.)
